If you have some QA background you probably know what I'm talking about.
If not, just common sense would be good to start with.

We want them available for everyone, but we don't want people to add a row to monetize them.

You can grab an ms word or a google doc and start jotting.  
You don't have to write the whole thing, a doc with a couple of headlines and ideas is good for a start.

Upload it here so we can officially share it for other people to use and contribute
